Was composed during April, 1963 as a gesture in recognition of the international friendship and goodwill existing between the sister cities Laredo, Texas, U.S.A., and Nuevo Laredo, Tamaulipas, Mexico.  Composer Clifton Williams was signally honored by the two cities with a proclamation of May 4, 1963 as "Clifton Williams Day."
